"Cool Met Stuff" : How Does Typhoon Baby Form?

All typhoons have to go through the "low pressure area" stage as embryo. But does low pressure necessarily imply transformation to typhoon? The latest episode of "Cool Met Stuff" tells a monsoon low from a typhoon and elicits the linkage therein.
