Observatory Delegation Visits Beijing to Strengthen Collaborative Ties

Chan Pak-wai, Director of the Observatory, led a delegation with three other Observatory representatives to Beijing, for meetings on 2 and 3 July 2023. During the trip, the delegation visited four national authorities that have close ties with the Observatory: the Civil Aviation Administration of China (CAAC), the China Meteorological Administration (CMA), the China Earthquake Administration (CEA), and the National Marine Environmental Forecasting Center (NMEFC) of the Ministry of Natural Resources (MNR). The parties discussed the directions for future collaboration.

In the spirit of sharing and win-win cooperation, the national authorities are pleased to collaborate with the Observatory in their respective areas of responsibility, to address challenges brought by extreme weather, marine hazards, earthquakes, tsunamis, and climate change. Collaboration will be actively promoted at the international level and for the Greater Bay Area, contributing to disaster prevention and mitigation, while promoting high-quality development through technological innovation.

The Hong Kong Observatory signed the “Arrangements for Long-term Co-operation in Meteorological Science and Technology” with the CMA as early as 1996, and updated them in 2001; the “Memorandum on Long-term Technical Cooperation in Aviation Meteorological Services” with the Air Traffic Management Bureau of the CAAC in 1999; the “Co-operation Arrangements in Seismological Science and Technology” with the CEA in 2000; and the “Marine Science and Technology Co-operation Agreement” with the State Oceanic Administration (SOA) in 2007 (SOA was integrated into the MNR in 2018); the latter was updated in 2021.

This visit was conducted in accordance with these co-operation arrangements and agreements. It was also Chan Pak-wai’s first visit to Beijing since he took up the position of the Director of the Hong Kong Observatory in March 2023.
